6. Adopt a Strong Access Management Program to Protect the Throughput of Existing State Highways

Summary of Recommendation:
Instead of allowing the through capacity of highways to be compromised by strip development, save money by protecting these corridors from inappropriate development. Create parallel grids to support mixed-use development, while reducing traffic on the existing highway.
